One of the main characters of the Alabasta arc, Crocodile, is one of the strongest and the smartest villains Luffy and his teammates had to face. Luffy’s fight with Crocodile was a long one. Crocodile defeated him over and over again, but then with his sheer will and after crossing his own limits, Luffy finally managed to crush Crocodile. As he eats the logia class Devil Fruit and Sand-Sand Fruit, he can turn himself into the sand and also others by touching them with his right hand after sucking moisture out of them.

4. Donquixote Doflamingo

Donquixote Doflamingo, well known as the Heavenly Yaksha, is the captain of Donquixote pirate and one of the few people who Luffy had a hard time defeating. When Donquixote was a member of the Seven Warlords of the Sea, he had a frozen bounty of 340,000,000 on his head. As he ate the String-String Fruit, Donquixote Doflamingo had full control over strings. Moreover, with his Parasyte technique, he can control others even if they resist. Marshall D. Teach has appeared in multiple arcs of One Piece. He was the main antagonist of Summit War Saga, Impel Down Arc, and one of the antagonists of Marineford Arc. Her Soru Soru no Mi Devil Fruit gives her the ability to use the animals and non-living objects as her army. She created her own army known as Homies using this ability.

With his immense physical strength and supernatural abilities, Kaidou is one of the most potent villains Luffy ever faced. Kaidou is also known as the “Strongest Creature,” and he’s one of the Four Emperors ruling the New World. He is the main villain of the Wano Country Arc, where we first see his battle against Luffy. Possessing the power of the Uo Uo no Mi Devil Fruit, Kaidou can transform himself into Azure Dragon and also a human-dragon hybrid.
