As you tend to missions that crop up on the Support Map, you’ll meet a character who presents a mission to Find the Terrifying Beings! Your hint is that one breathes fire, one summons lightning, and one is poisonous. To take a photo of the terrifying beings, stand on the western edge of Sotenbori St. looking east.

Your photo needs to include all three of the terrifying beings. There are quite a few deity-shaped fixtures on the buildings in the vicinity.
