As you advance through the campaign, new Support Missions periodically become available. Some of them require you to have first completed prior missions, and some of them are tied to campaign progression. In Chapter 3: The Man Who Knew Too Much, you should meet a Wannabe Rich Guy who dreams of owning a fancy watch. To find the Luxury Timepiece most reliably, look in a back room in the boutique in the Castle.
When you visit the Castle, you find a boutique along the right side of the main street. Head inside to pick what outfits Kiryu wears, and to buy various accessories. I shopped at the boutique numerous times before realizing it also has a back room with an additional vendor. That more reclusive vendor sells most of the really good stuff.

Pass through the door at the back of the boutique and head down the hallway to find the vendor. He sells the Luxury Timepiece for 623,000 yen (see the above screenshot). The wares shops in the Castle carry change over time. It’s typically worth checking back each time significant events occur in the story. The Luxury Watch is available in Chapter 3, probably by the time you find the gentleman looking for one.
Don’t worry about the cost to purchase the watch. When you hand over the Luxury Timepiece and complete the Time’s a Luxury mission, you receive 1,000,000 yen and 800 Akame Points. Just so you know, a Luxury Timepiece is also available for free if you open the G5 coin locker at Sotenbori Storage, just south of Bishamon Bridge.
